We are recruiting to fill the position below:

1. Job Title: Nurse.

Location: Rann, Borno
Scope of Responsibilities and Accountabilities

  • Providing nursing care, treatment and follow-up of patients, according to doctors’ prescriptions, protocols applied in service and universal hygiene standards/precautions, in order to ensure the quality and continuity of care for the targeted population
  • Knowing, promoting, implementing and following up the universal hygiene standards/ precautions, bio-hazard prevention and infection control, security rules and other protocols and procedures in the medical premises and ensuring high standards of hygiene of his/her working environment. Respecting medical secrets and confidentiality at all times.
  • Organizing and carrying out care and treatments according to medical prescriptions, and assisting during consultations, daily rounds and other medical procedures. Participating in health education of the patient (and family) when necessary.
  • Ensuring patients are properly received and installed and that those with lack of autonomy are assisted, especially regarding their feeding, personal hygiene, movements and comfort. For ER and OPD nurse, ensuring triage of patients in waiting areas, wards or during emergencies, detecting the priority acute/emergency cases, carrying out first aid care and referring them to the doctor when necessary
  • Carrying out admission, surveillance and follow-up of patients (i.e. assessment of the evolution of their state of health and the identification of any emergency situation or deterioration
  • Carrying and supervising administrative procedures and documents (fill in patient’s files, forms, consumptions, statistics, registers, health files, etc.), ensuring an appropriate written/oral handover, and reporting any problematic situations and cases that may arise. Participating in data collection and keeping doctors/supervisors informed .
  • Participating in the department-related pharmacy and medical equipment control and maintenance (quality and its functioning, storage conditions, follow-up of expired drugs inventories, stock takes of medicines and material at every team changeover ensuring no material is taken out of nursing area/wards without prior authorisation, etc.)
  • Supervising and training nurse-aids, nutritional assistants, cleaners and other related staff under his/her supervision, ensuring teamwork and adherence to all appropriate protocols and procedures.

Minimum Requirements

  • Essential recognized nurse degree/diploma
  • Desirable Bachelor of Science in Nursing
  • Essential previous experience of at least two years, in MSF or other INGOs.
  • Demonstrable experience in supervising and training others in a team setting

2. Job Title: Purchasing Officer.

Location: Abuja
Main Purpose

  • Performing the day to day purchasing activities in a coordination office according to MSF protocols and standards in order to ensure an optimal running of the mission.

Accountabilities.
Performing on a day to day basis the purchasing activities of a supply office, analysing market sources and competitive pricing conditions among different suppliers in order to ensure an ongoing supply of goods, following the procurement procedures and according to MSF standards and protocols. Including the following activities:

  • Constantly assessing the local market, seeking products and suppliers that offer the best value for money and negotiating prices in order to guarantee the best quality and pricing for MSF goods and commodities. Regularly updating the supplier-item-price data on the supply office and informing the Supply Activity manager / Capital supply Log of all information or modifications to the data i.e. price, address, items available.
  • At the request of the line manager, obtaining different quotations from suppliers according to the MSF Purchasing policy and placing purchase orders to pre-selected suppliers with whom prices have been agreed.
  • Requesting invoices or receipts, without delay, for all purchases, checking they are correctly filled and translating information written in local language before approval.
  • Managing the administrative and accounting procedures related to purchases: completing purchase orders, checking delivery notes (against orders), managing advances issued by the Finance Department, etc. Updating information on purchase lists after purchases are made.
  • Assisting in reception control process with the storekeeper.
  • Assist in packing and delivery process of goods from coordination location to the projects performing delegated tasks according to his / her activity and as specified in his/her job description.

Requirements (Qualifications)

  • Education: Diploma in Purchasing and Supply related studies desirable
  • Experience: Essential at least two years of working experience in Purchasing and supply chain related jobs.
  • Desirable previous experience with MSF or other NGOs, and working experience
  • Languages: English language essential; any other local languages desirable

Knowledge:

3. Job Title: Head of Mission Support

Main Objective of the Position

  • Supporting the Head of Mission in security management and coordination tasks, ensuring a smooth relation with local and national authorities, contributing to the context analysis and follow-up, providing translations and interpretations according to MSF protocols, standards and procedures in order to facilitate the mission coordination tasks.

Accountability

  • Supporting the HoM in promoting and protecting the MSF image externally and assisting in context analysis, disseminating relevant context information to the coordination team, regularly informing them on key issues, updating general information on the context for MSF internal documents and advising on cultural appropriateness of organized activities and individual behaviours.
  • Analysing the risks and the security level of the context of the mission and assisting in conducting risk assessments and in the development security plans for the mission and project. Advising the PC and HoM on aspects of security management.
  • Establishing and maintaining external relationships with relevant authorities and stakeholders. Keeping good knowledge of counterparts in different administrations and departments and keeping up to date records of field contacts (other NGOs, UN agencies, local authorities, etc.) verifying that they are easily accessible, in order to facilitate contacts and meetings.
  • At the request of the Head of Mission, assisting the HoM or representing MSF in meetings (NGOs, official bodies and administrations, etc.)and preparing full report.
  • Ensuring the follow up of relevant administrative dossiers such as the MSF registration in the country, working permits, immigration policies, national protocols, MoUs, etc.
  • At the request of the HoM, preparing and conducting an information briefing, focusing on the country context for International Regional and Relocated Staff.
  • Translating sensitive documents and acting as an interpreter when needed. Writing letters and correspondences with officials and partners and preparing reports, internal memos and formal requests. Monitoring the correspondences in the absence of the HoM.
  • Supporting the Advocacy Manager and the HAO in relevant dossiers and contacts.
  • In charge of maintaining the following tools:
    • Contact List
    • Actor Mapping
    • Mission Monthly Sitrep
    • Contact Log book
    • Incident list
    • Weekly report (Point Info)
    • Within the scope of his job, any other to the mission.

MSF Section/Context Specific Accountabilities

  • This position will have access to confidential information both internal to MSF-Spain and external organizations. Discretion and confidentiality need to be held at all times. The trust built between the HoM and HoM Support is crucial.
  • Centralizes all mission official documents, MoUs, Nigeria Immigration service documents, national Planning Commission, IDEC office, NAFDAC office and keeps networking with these offices together with the coordinator in charge.
  • In charge of the organisation of the MSF-internal coordination meeting: plan it, take the notes, lead the meeting, follow up with the task requested by the HoM to provide support field.
  • Ensuring the proper registration and records of official documents and letters.
  • He/She will spend 30% of the time in field trips, in the North East or other locations in Nigeria.

Requirements

  • Education: University level studies or similar: preferably Master level in Political Sciences, Business Administration, Law, etc.

Experience:

  • Previous experience in humanitarian aid, preferably with MSF. Essential, very good understanding of the functioning of the different administrations on the local country (critical)
  • Experience in context analysis and working in political, security and humanitarian issues in the country.

Languages:

  • English essential, local languages (Hausa, Kanuri) will be an asset.

Knowledge:

  • Computer proficiency in MS Excel and Word, digital Media and webnet.
  • Good analytical skills, at ease with figures and economics data
  • Excellent communication and diplomatic skills, including writing skills

4. Job Title: Water and Sanitation Manager.

Location: Maiduguri, Borno
Main Objective of the Position

  • MSF OCBA has been working in Nigeria since 2013. Early 2015 the organization begun to support MoH in treating Ebola.
  • In June 2015, OCBA opened projects in Damaturu (Yobe State), Gwoza and Pulka (Borno State) in the north-eastern part of the country providing Primary health care and Malnutrition program in all three sites
  • In addition, OCBA has in Maiduguri a sub base to coordinate with other actors within Borno State.
  • In 2020 an emergency team, NIMERT, has been set up to deal with emergency responses in Nigeria.

Responsibilities and Tasks

  • Responsible for the WASH part of Nigerian Mobile Emergency Response Team (NIMERT). Proposes work plans and programs (water supply, excreta disposal, waste management, hygiene, and infection control) and any other pertinent WASH related activity)
  • Designs, implements and manages all Watsan interventions in the first steps/set up of the projects (including, but not limited to: water supply, excreta disposal, waste management, hygiene, and infection control)
  • Supports the mission projects ensuring compliance with MSF standards and protocols
  • Ensures proper collection and monitoring of Watsan data. Ensures multidisciplinary data availability.
  • Analyses data and reports regularly theft results (as requested by line management)

Requirements
Education:

  • Academic background in Engineering or an equivalent relevant training
  • Watsan in emergencies training within MSF is strongly recommended

Experience:

  • Previous experience in technical aspects of water and sanitation works.
  • Minimum of 1-year of hands on field emergency WHS professional experience in a humanitarian or international development setting
  • Desirable experience in or familiar with implementing and promoting the use of two or more of the following activities(water supply, excreta disposal, waste and waste water management, vector control, and dead bodies management during cholera outbreak) in two or more different contexts(conflicts, natural disasters, refugee/IDP camps, etc.)
  • Desirable public health experience.
